Title: MN: US59/MN60 waypoint closed

On US59 and MN60 waypoint 4, OliAve, is not an accessible intersection anymore, as the railroad crossing was removed and barricades were erected on Oliver Ave (http://binged.it/2vgrabe).  To cross the train tracks now, you would need to go to 290th or 280th which are both gravel to get to Oliver Ave and being the closest.  270th, or CR10 is paved and crosses the train tracks.  That point is also a fair bit off the current roadway.

This point stems from a general policy to use actual waypoints instead of shaping points where feasible.  I've removed this point and moved it to Org Ave along the realignment.  Changes will go in with the next update.

But isn't Org Ave the parallel road that would be a former alignment of the highways?  GMSV (http://goo.gl/maps/SjePTmJd9Rx) shows the sign of the crossroad that goes into Org as being named 285th St.

It's really a placeholder more than anything else now.  Not going to worry about it.
