KY: US-79 extension + other changes (Russellville)

US-79's going to be extended along the soon to open southern bypass of Russellville.  US-431 going to join it for a segment.

Also, KY-2146 & KY-3240 will be getting extensions to take over segments of road that US-431 will be vacating.

I would also kill the US-79 Truck route we have there, as it seems to be lo longer posted, but a little more double-checking on StreetView couldn't hurt.
