RI: RI 103A filename

When the latest deub files came in with some capital letters in file names, I decided to check to see if we had any caps in file names elsewhere.  RI/ri.ri103A.wpt is the only one I found.  Was that intentional?  Any objection if I make it ri.ri103a.wpt?

Don't think it was intentional. No objections to correcting it to lowercase.

I think I should change it for deub too, see https://github.com/TravelMapping/HighwayData/pull/595.
