Title: ND: ND 22 Bypass (Dickinson)

The Dickinson north bypass is finally complete, and signed as ND 22 Bypass (not Truck). Additionally, the south end is actually in downtown Dickinson (based on the signage I saw); the old signage on the south side of Dickinson has been removed.

I updated the ND22Trk waypoint file to reflect these changes; who would I send that to?

The south endpoint has been moved to the junction of ND 22 and I-94 BL; the reroute along the new bypass and resulting I-94 concurrency are also included.

The code checks out, though I would eliminate all of the alternate labels except for +I-94, the only one in use.

To make sure I've got things straight:
• ND22TrkDic (http://tm.teresco.org/hb/?u=yakra&r=nd.nd022trkdic) should be renamed ND22BypDic, and has also been:
• Removed from 8th St and State Ave and relocated onto I-94 BL between State Ave and ND 22
• Removed from 113th Ave and relocated onto I-94, 116th Ave and 33rd St between I-94 Exit 59 and 113th Ave

I-94BL and ND22 will also require some point label changes (I haven't checked into whether either of these are newsworthy yet).

Shall I handle the pull request?
